FOOTPATHS & PUBLIC RIGHTS OF WAY
Hatherleigh is part of the Devon Parish Paths Partnership (P3 Scheme). The Parish Paths Partnerships Scheme is an initiative to ensure that the entire rights of way network is legally defined, properly maintained and well publicised. It has the support of the National Association of Local Councils and is Devon County Council funded. The County Council was one of the first fifteen Highway Authorities to participate in this scheme, which encourages community involvement and enjoyment of public rights of way. Devon County Council is working in partnership with Parish/Town Councils, landowners and local voluntary groups. Hatherleigh Parish has a large number of footpaths and the Town Council is committed to keeping the network well maintained and accessible. As part of the P3 Scheme an annual survey of the state of all the footpaths is undertaken, and funding allocated under the scheme for required maintenance and clearance. This work is generally carried out by contractor, employed by the Town Council. Major works such as the replacement of gates and stiles or surfacing works is directly undertaken or commissioned by the DCC Public Rights of Way team, and such problems or issues can be reported to DCC directly by members of the public or through Hatherleigh Town Councils Footpath Officer (see contact information).
Recent works (2015-16) undertaken in Hatherleigh Parish by DCC include:
- The replacement of the stiles on Footpath No.2 (FP2), between the Churchyard and ? with gates (this should ease the flow of walkers during the Beating of the Bounds ceremony).
- The reconstruction of the north end of Passaford Bridge.
- Works onto and within Hatherleigh Moor (an area of open access). Much of this work is ongoing and in-hand; to be undertaken within the next few months (2016-17).
Clearing of the footpath to the Sportsfield
Although this should have been a job for Devon County Council to deal with, due to budget cuts the Town Council had to pay a local company to have this cleared. A huge thanks to Top Cut tree services for taking this on and for doing a splendid job! They had to clear soil which had built up over many years and remove overhanging branches.
